Most of actual audio edition programs supports the 'oscilloscope mode', I mean, the feature that allows user to see the audio wave format(all of them are limited to 20Hz to 20KHz). Check the Audacity software, there is a specific version for OSX, Windows and Linux that allows you to see the entire audio wave format:

I haven't found any yet that listen to the system audio channels. You can reroute system with Soundflower, however. For the record here are two more handy OSX oscilloscope (and more) apps:

Oscilloscope app is great for analyzing audio range signals, or learning oscilloscope measurement basics. The interface includes many standard oscilloscope controls, such as: triggering, time and voltage per division, signal measurement cursors, and more. The app incorporates a signal (function) generator capable of generating sine, square, triangle, and sawtooth waveforms of up to 22 KHz. Calibration to an external reference signal is supported, guaranteeing the accuracy of measurements. Input can be acquired via the built-in microphone or an external mic/probe connected to the headset connector. For best results, use an external audio interface connected to your device dock. This allows for standard audio equipment to be connected, as well as for dual channel input. Oscilloscope probes also be connected (using a BNC connector). When feeding external signals via probes, you should take care not to exceed 1V AC voltage. Currently iDevices support only AC input. Oscilloscope
I use this great app with iPad mini and a home made input to the microphone socket, using a standard probe, a 1M pot and back to back diodes to protect the iPad. Really useful, I love the single trigger mode.
Good app but..
Can't seem to get it to work with a non audio input signal and there is nothing in the help to illuminate this. Plugging a test lead in using a stereo 3.5 mm jack doesn't disable the apps response to audio signals meaning that an input signal can't be measured without background noise intrusion. Not sure whether this is a limitation of the phone or the app however.

Use it a lot in my work as an audio tech, not wishing to sound
